Institutional Identity
The Callisto, formally The Calculated Statecraft Observatory, is a student-led political think tank based in Delhi, India. It works across four verticals with one shared method: Political Consultancy, Public Policy, International Relations and Journalism. Founded in June 2026 by students of the University of Delhi, it was built on a simple premise. India has no student-led institution that brings rigorous political consultancy, policy research, international affairs analysis and civic journalism under one roof, and students capable of that work should not be limited to certificate-only internships.
The Callisto is not a debating society or a Model UN alternative. It is a working research and advisory body that maps constituencies, writes evidence-based policy briefs, tracks geopolitical shifts and publishes solutions-oriented journalism on live issues. It works with the discipline of a professional consultancy and the editorial standards of a newsroom, and it remains strictly non-partisan and evidence-first in everything it produces.
The Callisto is built to institutional scale from its first year, with formal structures, defined verticals and internal accountability. Its long-term aim is to become a nationally recognised think tank and civic journalism institution.
Why We Exist
In India, the decisions that shape young people's lives are made in rooms young people rarely enter. Budgets are drafted, bills are passed, alliances are formed and elections are fought, while the generation that will live longest with the results watches from outside.
The public argument around those decisions too often runs on noise, allegiance and outrage rather than evidence. Positions are taken before facts are checked, and criticism is offered with no idea of what should be done instead.
Students who want to do serious work in politics, policy and media are rarely given the chance. They are offered certificates rather than responsibility, and simulations rather than live questions. For many, the only recognised route into public life is the civil services examination.
The Callisto exists to change all three. We bring students into the rooms where public decisions are made, hold their work to professional standards, and make sure everything we publish rests on evidence and ends with a solution.

We see a future in which students do not wait until graduation to take part in statecraft. Their work on elections, legislation, foreign policy and public affairs is read and used by the people who make decisions. Public debate in India is led by evidence and proposals rather than allegiance and outrage.
We are building The Callisto to become a nationally recognised student-led think tank: one that policymakers consult, researchers cite and the public trusts. Its members will go on to careers across politics, policy, diplomacy, media and academia, carrying its neutral, evidence-first method with them.
Our Mission
We train students to do real statecraft work, and we put that work, always backed by data and always paired with a solution, in front of the people who make decisions.
Our mission is to bring students into India's political and policy sphere as practitioners, not spectators. We do this in three ways.
- Training. Students do research, verification and writing to a professional standard from their first term, and their names appear on the work they publish.
- Awareness. Our research, briefs and journalism help the public understand live political, policy and geopolitical questions through evidence rather than noise.
- Pathways. We open a serious route into governance, policy, diplomacy and public life that does not run only through the civil services examination.

The method is the same in every room. No claim is published without a cited primary source, and no criticism is made without a proposed solution. Established institutions tend to work in one room, and student societies mostly simulate them. We do the real work in all four.
Each season, we select one flagship issue and every vertical examines it from its own room. The results are released together as a single Callisto series, so one question is seen from the newsroom, the policy room, the global room and the war room at once.
Ideology: Pragmatic Neutrality
Pragmatic Neutrality governs everything The Callisto produces. We have no alignment with any party, leader or ideology, and every political actor is examined at the same distance.
For us, neutrality is a method, not a refusal to think. We reach conclusions from evidence rather than allegiance, we are willing to reach conclusions at all, and we propose what should be done rather than only describing what is wrong. This makes our analysis usable by institutions that cannot be seen to take sides.
Our Foundational Values
- Pragmatic Neutrality. No alignment with any political party, ideology or emotional narrative. Every actor across the political spectrum is analysed with the same objective distance: data over allegiance.
- Empirical Rigour. Every policy brief, campaign strategy or journalistic piece is backed by verifiable data or historical precedent, never personal opinion. Data over rhetoric, always.
- Constructive Solutionism. Governance is treated as a design problem, not a debate topic. No critique is offered without a concrete, structural fix attached to it.
- Institutional Professionalism. Though student-run, we operate under strict confidentiality standards, formal communication channels and output quality matching elite global think tanks.
- Execution-Driven Meritocracy. Recognition, titles and recommendation letters are earned through the quality of work delivered and a minimum of 60 days of active service, never through attendance alone.
